The fiancé is a stranger to his fiancée, and it is not permissible for him to touch her. However, if the celebration is limited to women only, without mingling and avoiding reprehensible acts, then there is no harm in it. Nevertheless, it is preferable to forgo it, because an engagement may not be followed by marriage, and it is better to postpone the celebration until the marriage contract is finalized. Celebrating the engagement was not part of the practice of the predecessors (Salaf).
