Is it permissible to publish a book summary without mentioning the name of the author, the book, and the publisher?
You must cite the source of information when summarizing it, as the ideas belong to the original author. Failure to do so diminishes their right and wastes their effort, and it contradicts academic integrity. Presenting a summary under your name without citing the source implies that you are the originator of those ideas, which contradicts the truth and may fall under "claiming what was not given to him," which the Prophet, peace and blessings be upon him, described as "like one who wears two garments of falsehood." It is considered deceit, which is forbidden by his saying, peace and blessings be upon him: "Whoever cheats us is not of us." Therefore, the source of the summary and the original author should be cited.
