Charity is not binding merely by intention, and the money set aside for charity may be disposed of as long as the poor person has not taken possession of it. If someone sets something aside for charity and then wishes to retract it, it is sunnah for him to proceed with it, but it is not obligatory, because it is not owned before possession. If zakat or udhiyah are given from this money, they are valid.
