Is it permissible to create a website to publish the final exam results for university students, knowing that there are non-Muslim students (Christians, atheists, disbelievers) who constitute about 40% of the students, and is this considered providing a service to them?

There is no objection to helping Muslim and non-Muslim colleagues, for showing kindness to people is recommended as long as they are not warring against Muslims, or if the help does not assist them in their falsehood. The proof for this is the Almighty's saying: "Allah does not forbid you from those who do not fight you because of religion and do not expel you from your homes - from being righteous toward them and acting justly toward them. Indeed, Allah loves those who act justly." It is also advisable to use this situation to invite them to Islam and clarify its virtues.
