Is it permissible not to pray due to a urinary tract disease that prevents ritual purity (tahara)?

Prayer is not waived for a legally responsible Muslim as long as he is conscious. A Muslim prays according to his ability. An illness that affects ritual purity does not prevent prayer; rather, a Muslim prays even if he is covered in impurity that he cannot remove, and he prays without ritual purification if both means are unavailable or he is unable to use them. A Muslim must be careful not to neglect prayer.
