What is it that prevents or delays Muslim scholars from producing a modern hadith lexicon that compiles the authentic Prophetic hadiths which have been authenticated by relied-upon scholars, similar to Sheikh Muqbil's "Al-Jami' As-Sahih Mimma Laisa fi As-Sahihayn"?

It must be noted that there have been ancient and modern efforts to scrutinize the Prophetic hadiths. Al-Bukhari and Muslim were the first to compile only the authentic hadiths. Other scholars after them attempted to reach their stature but did not succeed. Scholars believe that these efforts did not reach the required level because they were individual endeavors, and the proposed project requires concerted efforts, or to be under the patronage of states to be completed.
