Should a worshiper complete his final Tashahhud if he doubts during it the number of prostrations he performed (one or two)?

If you doubt in the final tashahhud whether you performed one prostration or two, then build upon the minimum (one prostration), then perform the second prostration, then repeat the final tashahhud and say the taslim, and perform the prostrations of forgetfulness after the taslim.
