Is one who books a hotel or means of travel for a person intending to commit unlawful acts therein sinful?
A traveler who commits sins falls into two categories:
1. One whose journey itself is for sin (العاصي بسفره): This is someone whose primary purpose for travel is to commit a sin, such as traveling to engage in indecency. The majority of scholars are of the opinion that such a person is not allowed to avail themselves of the dispensations (rukhsa) of travel, because it would be an aid to sin.
2. One who commits sins during their journey (العاصي في سفره): This is someone whose original journey was permissible, but who commits sins while traveling. Such a person is allowed to avail themselves of the dispensations of travel, and there is no harm in aiding them in their permissible journey.
The difference between the two is that the first was not prompted to travel except by the sin, whereas the second had another permissible purpose, and then committed sin during their journey.
Based on this, it is permissible to book reservations for official delegations that travel for permissible matters, and whoever commits a forbidden act during such a trip is responsible for their own sin.
