Is the university team sinful if not all of its members participate in completing the project, and one person, who is content with that, does it, while all of them receive the grades?

The students who did not participate in the project are feared to have sinned, as they received grades they did not deserve through cheating and betrayal of trust. As for the student who completed the project, he is only required not to cheat or bear false witness. He must tell the truth if asked, and he is not to be questioned about the mistakes of others. Allah Almighty says: (O you who have believed, take care of yourselves. No harm will come to you from those who have gone astray when you have been guided) and (You are not charged except with your own soul).
