Is it permissible to combine and shorten the 'Asr prayer individually after praying Dhuhr in congregation at the workplace mosque, regardless of whether the questioner comes from Sharqia or Banha, and regardless of whether he returns to them, given that the 'Asr time begins after work ends and before reaching home in Sharqia, while he reaches Banha before the 'Asr Adhan?

The concessions for travel are permissible for distances exceeding 83 km, and there is no objection to combining the Dhuhr and Asr prayers as a jama' taqdim (combining and praying earlier), whether the prayer is performed in congregation or individually, and whether one passes through the rented house or not. However, if the intention for residence in the country of work is four days or more, then the concessions of travel are not permissible. Consequently, neither shortening (qasr) nor combining (jam') of prayers is allowed if the distance to work does not reach the distance for qasr.
