If animated cartoons are free from prohibitions, then it is permissible to watch them. The ruling for the viewer differs from the ruling for the one who created the image. As for images captured by a machine (camera), the preponderant opinion is that they are permissible unless something arises that prohibits them, such as revealing 'awrat (private parts) or being for the purpose of veneration.
