What is the ruling on my continuing in a government job where there is no work to do, while I am trying to find another job? And what are the supplications (du'as) for facilitating provision in a better place?

It is permissible to continue with the aforementioned work if it is lawful and free from prohibitions, and it is permissible to benefit from the earned wages even if no work is assigned to you, as wages are established by enabling the hired worker to dispose of his services. The feeling of lack of blessing may be due to another reason, so it is necessary to know Allah's right in wealth and to ask Him for blessing and to give charity. Among the most important supplications for facilitating sustenance are seeking forgiveness and supplicating with "Allahumma arzuqni" (O Allah, grant me sustenance), in addition to maintaining kinship ties and giving charity.
