It is permissible to give Zakat to someone who needs to get married but lacks money or a provider, provided that they do not fall into extravagance. The Zakat agent must seek the public interest and avoid favoritism, and fear Allah in the distribution of the money. It is not permissible for the agent to appoint another agent except with the explicit permission of the principal, or if the principal has given him a general authorization. An exception to this is if the task is unfitting for the agent or if he is unable to perform it all due to its large quantity.
