Is it permissible to give zakat to a brother who needs an expensive surgical operation, knowing that he is a bus driver who owns the bus and uses it to support his family, and lives in a rented accommodation?

It is permissible to give Zakat (definition) to a sick person who needs money for medicine or surgery. They are not obligated to sell their car, which is their source of livelihood and work. The scholars have mentioned that whoever has a craft and needs its tools, should be given from Zakat the price of their craft's tools, even if the amount is large.
