Does intentionally touching the penis from behind a barrier nullify ablution, and does touching the area around the penis nullify it?

Touching the two private parts (male or female) nullifies ablution (Wudu'), but touching the area around the male organ does not nullify it according to the majority of scholars, due to the absence of a text stating that. The touch that nullifies ablution is that which is without a barrier.
