Does a divorce issued by a husband during his wife's menstrual period count, knowing that he had taken an overdose of epilepsy medication, which affected his actions?

Divorce pronounced during menstruation, or during a period of purity in which intercourse has occurred, is an innovated (bid‘i) and forbidden divorce. However, it is considered valid by the majority of scholars. If the divorce is issued by the husband while he is angry or under the influence of a certain medication, it is effective as long as he is aware of what he is saying and not overcome in his intellect. However, if he has lost awareness, his divorce is not enforceable. Such matters should be presented to the Sharia (definition) court or to trusted scholars.
