What is the ruling on watching those who play in short shorts (underwear)?

It is not permissible to look at the thigh of an adult man or someone who is desired, whether alive or dead, because the area between the navel and the knee is considered 'awrah (private parts). It is forbidden to look at those who play in short shorts that expose their thighs.
