What should I do to clear my conscience before Allah after using credit that was mistakenly transferred to me, and I was unable to return it to its owner?

If you are able to obtain the number of the credit owner from the telecommunications company, then you must return his credit to him. If you are unable to reach his number, then give the value of the credit as charity on his behalf to the poor and the needy.
