Is it obligatory to say the Takbir before and after the prostration of recitation (sujud al-tilawah) both during and outside of prayer, and does the reciter of the Qur’an act as an imam for those listening when performing the prostration of recitation?

The reciter of the Quran pronounces the takbir (Allahu Akbar) for prostration when performing the prostration of recitation (sajdat al-tilawah) and again when rising from it, whether in prayer or outside of it. The listener is required to prostrate if their sitting is for the purpose of learning the Quran from the reciter, and the reciter is qualified to lead prayer at the time of their recitation, and the reciter does not intend for people to hear the beauty of their recitation. If these conditions are met, then both the listener and the reciter must prostrate.
