What is the ruling concerning the mobile text message that says: "On the authority of Abu Hatif, may Allah increase his balance, who said: Connect with your kin through a message, and if you cannot, then by a ring," and is it considered mockery of the Messenger of Allah's hadiths (may Allah's peace and blessings be upon him)?

This style of messaging is inappropriate because it may give the impression that it is a prophetic Hadith (definition), and it might establish a ruling that is not correct, such as considering a mere ringtone to be a kin connection (silat al-rahim). Moreover, it could become a means of amusement and mockery of the Messenger's Hadith (peace be upon him) or of Islamic legal rulings, which is an act of disbelief (kufr).
