Are the deaf and mute held accountable and required to perform religious duties?

If the deaf-mute person reaches puberty and is of sound mind, he is obligated to perform acts of worship and other duties. He should be taught what is required of him through writing and sign language. His guardian is responsible for teaching him what is unclear to him and for fulfilling financial obligations on his behalf. He must fear Allah as much as he is able by performing duties and avoiding prohibitions, and he should seek religious understanding according to his capacity through observation, writing, and sign language.
