If the 'Aqilah' (group responsible for paying blood money) is unable to pay the blood money due to poverty or insufficient numbers, the Bayt al-Mal (public treasury) should pay it.

The victim's family can also pardon the killer and waive the blood money, as it is a private right belonging to them. Allah Almighty says: "But whoever chooses to remit it, it shall be an expiation for him" (Al-Ma'idah: 45).
