Is it permissible for a father to write his inheritance to his children for fear that their paternal cousins will not give them anything after his death?

It is permissible for a father to gift his children what he inherited or earned during his lifetime, provided that the gift is in their possession before his death, and that he is just among all his children, male and female. This is based on the Prophet's (PBUH) saying: "Be fair among your children in giving," and his saying to Bashir ibn Sa'd: "Did you give all of them a gift like this?" He said: "No." He said: "Then do not ask me to bear witness, for I do not bear witness to injustice." In the presence of a male lineal descendant, siblings do not inherit.
