Is intentionally failing in studies—in order to receive the deceased father's pension for a longer period—considered a form of deception, or is there no sin in it so long as the condition of continuing studies is met?

A man's entitlement to a pension is subject to the conditions stipulated by the pension authority, based on the hadith: "Muslims are bound by their conditions." If it stipulates discipline in studies and not deliberately failing or discontinuing without an excuse, then it is not permissible to circumvent its condition by deliberately failing, based on the hadith: "Whoever cheats us is not of us."
