Is it permissible for a 23-year-old girl to travel alone or with a female relative and her husband to an Arab country to learn the Arabic language and seek religious knowledge, in the event that her male siblings are unable to travel with her?

A woman is not permitted to travel except with her husband or a mahram, due to the Prophet's (peace and blessings be upon him) saying: "It is not lawful for a woman who believes in Allah and the Last Day to travel for a distance of one day and one night, except with a mahram." Arabic can be learned through modern means or with a local teacher, and traveling without a mahram for the sake of learning is not permissible.
