Is someone who insults and curses God and religion, while maintaining their prayers, considered a disbeliever if that is part of their way of speaking when angry or joking, which is common in Algeria?

Reviling Allah Almighty or His religion and cursing them is pure disbelief, and there is no difference in this between a state of anger or pleasure, or seriousness or jest, as long as the person is sane, acting of their own free will, and intending their words. So, whoever reviles Allah Almighty, or mocks Him, or His verses, or His messengers, or His books, has disbelieved, in fulfillment of the saying of Allah Almighty: "And if you ask them, they will surely say, 'We were only conversing and jesting.' Say, 'Is it Allah and His verses and His Messenger that you were mocking?' Make no excuse; you have disbelieved after your belief."
