If the council was not paying Zakat, then request a statement for your balance and pay Zakat for each year separately if the hawl passed on the nisab. If the bank is interest-based (ribawi), then pay Zakat on the principal amount and dispose of the interest by spending it on charitable causes. The nisab is the equivalent of 85 grams of gold or 595 grams of silver, and the amount due is one-quarter of one-tenth (2.5%).
