The entire woman is 'awrah (private parts that must be covered) in front of non-mahram men, and it is not permissible for her to reveal any part of her 'awrah, even through photography. If you cover the 'awrah of actresses or fashion models in a magazine with the intention of enjoining good and forbidding evil, then this is a good deed. However, if any part of their 'awrah or adornment remains visible, we advise you to abandon this work, because its harms are greater. Magazines that publish pictures of actresses and fashion models are a gateway to fitnah (temptation, tribulation) and evil, and working in them is assisting in that. So, flee with your religion from this field that does not please Allah.
