Bribery is forbidden. The Messenger of Allah cursed the one who gives and the one who takes a bribe, and both the giver and taker of a bribe are in the Hellfire. The one who pays money and the one who takes it are equal in sin and punishment, unless the reason for the delay is the procrastination of employees, in which case it is permissible to pay it, and the sin falls upon the employees. The Hajj is valid in all cases.
