Is it obligatory to pay the overdue public telephone bill to the state after the sale of the telecommunications company to a foreign entity, and how can payment be made in light of the corruption of officials?

"The unpaid bill is a debt owed to the telecommunications company and must be paid to the rightful entity when one is able. If it is impossible to reach them, its value should be given as charity to good causes. If the person is poor, he may give it as charity to himself, based on the fatwa of Ibn Taymiyyah which permits one who despairs of knowing the owners of usurped property or deposits to give charity on their behalf."
