Is Allah's saying: "Lord of the two Easts and Lord of the two Wests" evidence for the difference in the day between the East and the West?

Allah's saying: (Lord of the two Easts and Lord of the two Wests) means the East and West of summer and winter. It is also said that it refers to the shortest and longest East and West in the year, which are 360 Easts across 360 constellations, and similarly for the Wests. The sun does not rise from the same place for two consecutive days, nor does it set in the same constellation for two days.
