Is it permissible to marry again when there is a covenant with the wife not to marry another woman alongside her, and with the desire of the parents for this, and the current wife not providing complete satisfaction?

If the covenant is made by mentioning the name of Allah (a covenant with Allah), then it is an oath that must be fulfilled, or expiation must be offered if there is an overriding benefit in breaking it, such as the need to have offspring. However, if the covenant is not accompanied by the mention of Allah's name, then it is not an oath and does not require expiation, but it must be fulfilled unless it conflicts with an overriding benefit.
