Did Imam Malik issue a fatwa permitting the killing of one-third of the Ummah for its rectification?

It was transmitted from Imam Malik that he said it is permissible to kill one-third of the Ummah (Muslim nation) for the betterment of the remaining two-thirds. However, Maliki jurists have vehemently denied this, asserting that it is not found in the books of the Madhhab (school of thought), but rather was attributed to him by opponents as a way of imposing an obligation. Al-Qarafi, Ibn al-Shamma', and others have clarified the falsity of this attribution to Imam Malik. Furthermore, Ibn al-Arabi explained that this was among the impositions of the Khurasanis upon him. Researchers from outside the Maliki school also confirm that this transmission has no basis.
