Does the mission of enjoining good and forbidding evil cease when corruption becomes widespread, taking into consideration the noble verse, "O you who have believed, upon you is [the responsibility for] yourselves"? And does this encompass all times or only the place where the evil deeds are present? And what is obligatory and what is recommended in this regard?
The about "attend to yourselves" indicates the continued obligation of enjoining what is good and forbidding what is evil, except when one perceives a time when it would be futile and cause harm. Such a time has not yet arrived. The default is the obligation of enjoining what is good and forbidding what is evil. If people of immorality gain strength and harm the one who forbids, then changing with the tongue falls, and only changing with the heart remains. The proliferation of evil deeds does not negate the obligation; rather, it calls for it, and the call becomes an individual obligation (fardh ayn) upon every Muslim according to their capacity. If evil deeds proliferate in a place and you are unable to remove them, then you must leave it.
