Water must reach under the hanging skin during ghusl (definition). If a piece of skin hangs from the upper arm to the forearm, it must be washed because it has entered the area of ritual obligation. However, if it hangs from the forearm to the upper arm, it does not need to be washed because it has moved outside the area of ritual obligation. If the end of the hanging skin attaches to another place, then what is adjacent to the area of ritual obligation, both its outer and inner surfaces, should be washed, and what is beneath it should also be washed.
