What is the ruling on one who pays a sum of money in exchange for a driver's license?

It is impermissible to issue a driver's license to someone who is not proficient in driving, whether money is paid or not. This is for three reasons: endangering lives and property, bearing false witness and betraying trust, and considering the money paid as a bribe, for the Messenger of Allah, peace and blessings be upon him, cursed the one who gives and the one who takes a bribe.
