It is forbidden for the first wife to ask for the divorce of her co-wife, due to the saying of the Prophet, peace and blessings be upon him: "It is not lawful for a woman to ask for the divorce of her sister (co-wife) in order to empty her plate (i.e., take all of her husband's attention and resources), for she will only have what has been decreed for her."
