What is the ruling on building steps on part of the sidewalk if the entrance level of the house is higher than the street, especially since the sidewalk is wide and does not obstruct passage?

The majority of scholars prohibit the construction of a projecting balcony (rawshan) or a plastered structure (mahara) on the sidewalk or public street if it causes harm to passersby, but permit it if there is no harm. The Hanbalis, however, believe that it is absolutely impermissible to construct anything of this kind on the road, whether it causes harm or not. The more correct view is that of the Hanbalis, due to the potentially unforeseen harm that might result from allowing it, the fact that it could serve as a pretext for others, and its frequent violation of national laws. As for constructing steps on the street or sidewalk, if the country's laws prohibit it, then they must be removed. If the laws permit it and it is confirmed that it will not lead to harm, then there is no objection to building them.
