What should the driver do after hitting a parked car without leaving his details, and currently being unable to reach the car's owner?

As long as you are unable to reach the owner of the car you hit, you must repent to Allah and give in charity an amount that you believe is equal to or greater than the value of the damage inflicted upon the car. Ask Allah to make him pleased.
