Is Surat Ar-Ra'd Meccan or Medinan, and what is the most preponderant opinion on this matter?

The chapters (surahs) of the Quran are divided into three categories based on their place of revelation, and Surat Ar-Ra'd falls into the category where scholars have differed. Some have gone to the extent of saying that it is Medinan, or that some of its verses are Medinan, while others have gone to the extent of saying that it is Meccan, with the exception of a few verses. The most preponderant view is that it is entirely Meccan, for reasons including: the soundness of the chains of narration of those who say it is Meccan, it being the view of the majority of exegetes, and its themes aligning with the themes of Meccan surahs.
