Is there any hope of restoring sexual potency after abstaining from masturbation, which caused its weakening and the inability to marry?

Continued masturbation is an indication of weak character and lack of resolve. Therefore, one must strengthen their resolve and repent sincerely to Allah, with no return to it. One should frequently seek refuge with Allah from Satan, adhere to remembrances (dhikr), and remember Allah's constant watchfulness. One must also distance themselves from the causes of temptation and provocations, and lower their gaze, in compliance with the words of Allah Almighty: "Tell the believing men to reduce [some] of their gaze and guard their private parts. That is purer for them. Indeed, Allah is Acquainted with what they do." One should also strive to marry if able, or fast if not, as guided by the Prophet, peace and blessings be upon him, who said: "O young people, whoever among you can afford to marry, let him do so, for it is more apt to lower the gaze and protect the private parts. And whoever is not able to, then he should fast, for it will be a shield for him."
