Is it valid to fast three days as an expiation for an oath, while being able to feed ten poor people?

Fasting is not sufficient as expiation for an oath when one is able to feed the poor, clothe them, or free a slave, because Allah Almighty made fasting conditional upon the unavailability of those options, as stated in His saying: "But whoever finds none - then a fast of three days."
