Is a mother's verbal will to her children to sell her gold and avoid conflict after her death binding, or should a subsequent agreement among the heirs regarding the division of the inheritance be acted upon?

A fatwa is not beneficial in disputed matters of inheritance and bequests, especially if issued remotely. All heirs are entitled to the inheritance according to their prescribed shares, and none of them may appropriate any part of it without the consent of the others. Customs that contravene Islamic law are not considered valid. A bequest to an heir is not valid unless all other heirs approve it. The heirs must reach an understanding and reconciliation, or refer the matter to the Sharia court, or seek arbitration from scholars and experts.
