What is the ruling on reciting "Praise be to Allah, who has guided us to this" up to His saying, "The messengers of our Lord have come with the truth," and then supplicating thereafter in Ramadan after the Tarawih, Shafa', and Witr prayers?

The community's persistence in what they do is not based on any Shar'i (Islamic legal) evidence. They should be advised by clarifying the impermissibility of their action, for worship is tawqifiyyah (i.e., it must be based on divine text and cannot be invented), and Allah is not worshipped except through what He has legislated. The Prophet, peace and blessings be upon him, warned against innovation in religion by saying: "Whoever introduces into this matter of ours that which is not from it, will have it rejected."
