Is the first person's physical assault on the second person considered an injustice, or a response to verbal assault?

Assaulting a Muslim verbally or physically without right is forbidden, based on the Almighty’s saying: “And those who harm believing men and believing women for [something] other than what they have earned have certainly borne a slander and a manifest sin,” and the Hadith: “Every Muslim’s blood, property, and honor are sacred to another Muslim,” and “Insulting a Muslim is فسوق (disobedience), and fighting him is kufr (disbelief),” and “Do not strike Muslims.” Assaulting the weak is considered one of the major sins. The verbally assaulted person is permitted to respond in kind, without exceeding to physical violence, based on the Almighty’s saying: “So whoever has assaulted you, then assault him in the same manner that he assaulted you,” and the Hadith: “The two who revile each other, what they say is upon the initiator of it, as long as the wronged party does not transgress.”
