Is it permissible for a Muslim man to marry a girl with whom he committed fornication (zina) and who then embraced Islam, and are there specific procedures that must be followed?

Fornication is an abominable act, a grave sin, and an evil path. Marriage to a fornicatress is not permissible unless both parties repent sincerely to Allah the Almighty, as He says: "The fornicator does not marry except a fornicatress or a polytheist, and as for the fornicatress, no one marries her except a fornicator or a polytheist, and that has been forbidden to the believers." Therefore, whoever has committed fornication must repent to Allah with sincere repentance and follow up their evil deeds with good ones, so that Allah may perhaps forgive them.
