If the one shaking hands is a non-mahram man (ajnabi) or if there is fear of temptation (fitna) from shaking his hand, then one must refrain from shaking his hand, even if the husband consents. However, if the one shaking hands is a mahram and there is no suspicion, the default is permissibility. But if this angers the husband and he forbids it, then he must be obeyed.
