Is it considered a divorce if the husband says to his wife, "Your matter is in your hands," intending to deter her from seeking a divorce, when she was serious in her request?

A husband's statement to his wife, "Your affair is in your hand," is a delegation of divorce to her. If the wife does not choose to divorce, then divorce does not occur by mere utterance of this phrase, unless the husband intended for it to effect divorce, and here he did not intend that. So, if you do not divorce yourself, then you have chosen to remain under his marital bond. We caution against the impermissibility of a wife asking for divorce without a valid Shar'i (Islamic legal) reason.
