Is a person considered sinful if they talk about a program that includes an act of disobedience, and others watch it based on their words?

If a program is used only for sin, or if its use is predominantly sinful, and you direct another person to it through any means of encouragement, and they use it based on your direction, then you are sinful, because you are the cause of its use for sin. However, if the program's use is not limited to sin, and its use is not predominantly sinful, then the sin is upon the one who used it for sin, and there is no sin upon you.
