Is it obligatory to wet the hand to wipe over the socks (khuffayn), or is the moisture remaining after wiping the head sufficient?

The issue of wiping over the khuffayn (leather socks) with used water depends on the difference of opinion regarding the ruling on used water in obligatory purification. The majority view is that it is pure but not purifying, so wiping is not valid according to them. The Malikis consider it permissible, though disliked, if no other water is available. Some scholars, such as Ibn Taymiyyah, Ibn Sa'di, Ibn 'Uthaymin, and Ibn Baz, hold the view that it is permissible to remove ritual impurity with used water. However, it is preferable to use fresh water for wiping as a precaution and to avoid the difference of opinion.
